Bose Secretary Federal Energy Regulatory Commission 888 First Street NE Washington, DC 20426 Re: Paulsboro Natural Gas Pipeline Company LLC Docket No. CP16-___-000 Abbreviated Application for a Certificate of Public Convenience and Necessity, Blanket Authority and Request for Waivers Dear Ms. Bose: Pursuant to Sections 7(b) and 7(c) of the Natural Gas Act and Part 157 of the regulations of the Federal Energy Regulatory Commission (Commission), Paulsboro Natural Gas Pipeline Company LLC (PNGPC) submits the attached application (Application) requesting authorization to relocate, replace, remove, in part, and abandon in place, in part, an approximately 2.4-mile, 6 and 8-inch diameter existing natural gas pipeline (Pipeline) between Delaware County, Pennsylvania, and Gloucester County, New Jersey. PNGPC requests that the Commission issue a final order approving PNGPCs requested by June 1, 2016. As discussed in the Application, the United States Army Corps of Engineers (USACE) has imposed on PNGPC a June 30, 2017 deadline to relocate the Pipeline in order to accommodate the USACEs dredging activities in the Delaware River. PNGPC must complete construction of the new pipeline no later than April 2017 to avoid interrupting transportation service to its affiliate, Paulsboro Refining Company LLC.
