Bose, Secretary Federal Energy Regulatory Commission 888 First Street NE, Room IA Washington, DC 20426 RE: Docket PF13-16 I am writing because I oppose Spectra Energy's Algonquin Incremental Market (AIM) project, a proposed major expansion of natural gas infrastructure in New York, Connecticut, Rhode Island and Massachusetts, which includes expanded pipelines, compressor and metering stations. The project is under review by the Federal Energy Regulatory Commission (FERC), Docket PF13-16. I ask you to reject Spectra Energy's permit because the Algonquin pipeline expansion represents imminent danger to safety and health in New York, Connecticut, Rhode Island and Massachusetts. Please endorse the No Build option. I agree with several reasons that have been put forth opposing the AIM project: ~ Unacceptably dangerous route and convergence of extreme risks. Proposed high pressure 42" diameter pipeline would cross from Stony Point, Rockland County under the Hudson River into Westchester County, New York, intersect two nronosed meua voltaae cower lines iust a few hundred feet from Indian Point nuclear cower nlant and 40 vears of scent nuclear fuel rods. near the Ramano and Stamford faults. It would continue through Westchester and Putnam Counties and into Connecticut, Rhode Island and Massachusetts. ~Public safety risk. Explosions have occurred in both compressor stations and gas pipelines. An explosion at or near Indian Point would be an unimaginable catastrophe. ~Inadequate pipeline regulation and oversight, and Spectra's history of safety issues, increase threat to public health, safety, water and food supplies, and economy. ~ Potentially high levels of radon, the leading cause of lung cancer in non-smokers nationwide, will be transported in the pipeline from Pennsylvania's Marcellus Shale. ~Polluting compressor station expansions proposed for Stony Point and Southeast-NY, Cromwell and Chaplin-CT and Burrillville-Rl expose people, pets and wildlife to many tons of highly toxic emissions per year. ~ Severe health effects associated with compressor stations emissions: nosebleeds, headaches, dizziness, skin rashes, respiratory, developmental, neurological and cardiovascular problems, leukemia, breast, kidney and liver cancer. ~ Taxpayers bear the costs of additional emergency response actions, healthcare, damage to water supplies and other impacts. ~Pipelines and compressor stations emit methane, a greenhouse gas far more potent than carbon dioxide, contributing to climate change. 20140218-0026 FERC PDF (Unofficial) 02/18/2014 Page Two ~ Proposed expansion significantly exceeds the volume of natural gas committed for purchase by local distributors.
