Lavaca Bay LNG Project Docket No. PF13-1-000 Resource Report 10 Alternatives Draft Filing April 2013 Resource Report 5 Filing Requirements Location in Resource Information Report Minimum Filing Requirements (1) Discuss the no action alternative and the potential for accomplishing the proposed Section 10.1 (No Action) objectives through the use of other systems and/or energy conservation. Provide an analysis of the relative environmental benefits and costs for each alternative. 380.12(l)(1) Section 10.2 (Energy Conservation) Section 10.3 (Other Systems) (2) Describe alternative routes or locations considered for each facility during the initial Section 10.4 (LNG Site) screening for the project. 380.12(l)(2) Section 10.6 (Pipeline Routes) (i) For alternative routes considered in the initial screening for the project but eliminated, Section 10.6 describe the environmental characteristics of each route or site, and the reasons for rejecting it. Describe the alternative of energy conservation or use of alternative energy sources in Section 10.2 relation to the stated purpose and need for the Project. 2. Include a table to summarize the LNG Terminal Site Alternatives that includes, at a Section 10.3 minimum, project name and docket number, location, facility export capacity, available capacity, source of natural gas, and expected date of in-service. 3. Identify and describe alternative dredge disposal sites. Discuss the capacity and Section 10.5 availability of each site and include maps. 4. Identify and describe alternative plant layouts considered for the terminal facilities and Section 10.6.2 the environmental impacts resulting from the use of these layouts. The alternative plant layouts should cross-reference any company, engineering firm, or consultant design studies included in Resource Report 13 to develop the plant layout. A discussion on natural phenomena, such as prevailing wind considerations, current, grading and hydrology should be included in appropriate resource reports, where applicable (e.g., emissions, efficiency, safety, etc.). 5.
