GULF SOUTH PIPELINE COMPANY, LP COASTAL BEND HEADER PROJECT DOCKET NO. PF15-4-000 RESPONSE TO SIERRA CLUB Gulf South Pipeline Company, LP Coastal Bend Header Project PF15-4-000 Response to Sierra Club Sierra Club submitted scoping comments on April 3, 2015 and attached what it referred to as the Department of Energys (DOE) liquefied natural gas (LNG) environmental review materials and comments of Sierra Club, et al. Sierra Clubs comments did not specifically address issues related to Gulf South Pipeline Company, LPs (Gulf South) Coastal Bend Header Project, but instead referred to 70 separate attachments that addressed either other projects or general matters related to LNG exports. 1 Gulf South submitted its request to the Federal Energy Regulatory Commissions (Commission or FERC) Staff to initiate pre-filing review of its proposed Coastal Bend Header Project (or Project) on October 30, 2014. 2 FERC Staff approved the request on November 5, 2014. 3 As planned, Gulf Souths Coastal Bend Header Project will extend approximately 65 miles from an interconnect with Tennessee Gas Pipeline Company, LLC northwest of Hungerford, Wharton County, Texas and terminate in Brazoria County, Texas at Freeport LNGs existing Stratton Ridge meter site near Clute, Texas for delivery into Freeport LNGs liquefaction terminal. 4 Sierra Club submitted its scoping comments in the pre-filing docket for the Project on April 3, 2015. Sierra Clubs comments raise no issues that are specific to the Project or its potential impacts.
