Bose, Secretary Federal Energy Regulatory Commission 888 First Street, NE, Room lA Washington, DC 20426 RE: Central New York Oil and Gas Company, LLC - MARC I Hub Line Project Docket No. CP 10-480-000 Cargill Industries - Concerns regarding potential impact on water supply wells Dear Ms. Bose, Cargill Industries (Cargill) operates a meat processing plant in Wyalusing Pennsylvania. Cargill is the largest employer in Bradford County with 1,200 peopled working at the Wyalusing plant. The water supply for the Wyalusing plant is obtained from three water wells. The water wells are located along the Susquehanna River 2.3 mile south of the plant. The route of Central New York Oil & Gas Company (CNYOG) proposed MARC I pipeline will pass within 250 feet of the Cargill water supply wells. CNYOG is proposing to utilize horizontal directional drilling (HOD) to cross the Susquehanna River. The HDD operations will occur within 250 feet of the Cargill water supply wells. Cargill is concerned about possible contamination of the water supply wells resulting from the MARC I pipeline and the HDD project. If the water supply wells were contaminated, Cargill would be forced to stop all operations at the meat processing plant. Long tenn or pennanent contamination of the water supply wells could result in the closing of the meat processing plant and 1,200 people losing their jobs. The unconsolidated sand and gravel deposits though which the HDD will occur is classified as a "Stratified-Drift Aquifer". Williams et al1998 describes these stratified- drift aquifers as the "most important source of water for municipal, industrial and domestic use" in Bradford County. In addition to the Cargill plant, the aquifer in the vicinity of the HDD is the water source for the community of Wells Mills, the Wyalusing High School and several private homes. The proposed pipeline construction and HDD could result in contamination of the aquifer from multiple sources. The HDD could cause turbidity in the aquifer and spills or leaks of diesel fuel or gasoline from construction equipment and vehicles. Any increases in turbidity would be expected to clear up within days or weeks of stopping the source of Page 1 of 5 20110121-0001 FERC PDF (Unofficia1) 01/20/2011 the turbidity. Contamination from diesel fuel or gasoline could take several years to remediate. The Cargill water supply is regulated by the Pennsylvania Department of Environmental Protection (PADEP) and United States Department of Agriculture (...
