Sinclair Oil Corporation (Sinclair) has filed a Complaint alleging I 10 that the rate that BP Pipelines (North America) Inc. (BP Pipelines) published 11 for the shipment of crude oil on the Western Corridor pipeline system during I 12 the period April 15, 2000 to March 1, 2002 was excessive and could not be ill 13 justified by BP Pipelines' cost of service. Sinclair also claims that it was 14 unlaw~lly denied access to the Western Corridor system as a direct shipper a 15 and that the rates that BP Pipelines published were discriminatory, unjust a 16 and unreasonable. 17 Q.
