08/04/2011UNITED STATES OF AMERICA BEFORE THE FEDERAL ENERGY REGULATORY COMMISSION National Fuel Gas Supply Corporation ) Docket No. CP11-________ REQUEST FOR AUTHORIZATION UNDER THE NOTICE PROCEDURES OF 157.205 National Fuel Gas Supply Corporation (National Fuel), pursuant to Sections 157.205, 157.208 and 157.213 of the Regulations of the Federal Energy Regulatory Commission (Commission), hereby requests authorization to drill two new horizontal injection/withdrawal wells within the Colden Storage Field in Erie County, New York. The new wells are proposed to restore and maintain field deliverability. This Request seeks no change in the certificated physical parameters, including total inventory, reservoir pressure, reservoir and buffer boundaries, and capacity as a result of these new wells. As shown in the environmental report appearing as Attachment 4, the project will not result in significant adverse environmental impacts. In support of its request, National Fuel respectfully shows the following: I. APPLICANT The exact legal name of National Fuel is National Fuel Gas Supply Corporation. National Fuel is a corporation organized and existing under the laws of the Commonwealth of Pennsylvania with its principal place of business located in Williamsville, New York. It is a natural gas company whose jurisdictional activities are subject to regulation by this Commission under the NGA. National Fuel is engaged in the business of transporting and storing natural gas by means of facilities located in the State of New York and the Commonwealth of Pennsylvania. National Fuel was granted a blanket certificate for routine transactions in Docket No. CP83-4-000. II. BACKGROUND AND PROPOSED FACILITIES Colden Storage Field is located in Aurora, Boston and Colden Townships, Erie County, New York. Colden was proposed jointly by Tennessee Gas Pipeline Company and National Fuels predecessor, Iroquois Gas Corporation1 (Iroquois), in an application filed with the Federal Power Commission on November 10, 1953, in Docket No. G-2310. Colden was constructed and has been operated under a certificate issued by the Federal Power Commission on December 28, 1954.2 Pursuant to the Colden Storage Agreement dated December 31, 1954, National Fuel is responsible for the operation and maintenance of the storage facilities within Colden.
