Washington, DC 20426 Re: Dominion Cove Point LNG, LP Cove Point Liquefaction Project CP13-113-000 Supplemental Information Implementation Plan (Foundations and Pilings Series 5) and Request for the Notice to Proceed with Start of Construction Dear Secretary Bose: By Order dated September 29, 2014, the Federal Energy Regulatory Commission (FERC or Commission) authorized Dominion Cove Point LNG, LP (DCP or Dominion) to construct and operate certain facilities that comprise the Cove Point Liquefaction Project (Project). Dominion Cove Point LNG, LP. 148 FERC 61,244 (the Order). As required under Environmental Condition No. 7 of Appendix B to the Order, DCP submitted the Implementation Plan (IP) for the Project on October 1, 2014 (Accession Number 20141001- 5349). In addition, on October 14, 2014, general information regarding foundation construction, including design criteria, specifications and standards, geotechnical information, an updated Major Foundations Table and an updated borehole location drawing were filed in Volume Eight of the IP (Accession Numbers 20141014-5369 and 20141014-5370). Additional foundation-related information was provided in Volume 10 of the IP, filed on October 21, 2014 (Accession Numbers 20141021-5154 and 20141021-5155), in a response to a data request regarding Volumes One and Eight of the IP filed on November 19, 2014 (Accession Numbers 20141119-5212 and 20141119-5213), and in a response to a data request regarding Volume Three submitted to FERC on December 2, 2014 (Accession Numbers 20141202-5181 and 20141202-5182). DCP is now submitting supplemental information to the IP for construction at the LNG Terminal. This submission consists of one volume (i.e., Volume Twenty Two Foundations and Pilings Series 5) and is being filed in accordance with Condition No. 14 (subparts a and b) of Appendix B to the Order. DCP hereby requests written authorization from the Director of the Office of Energy Projects (OEP) no later than March 20, 2015 for a Notice to Proceed with constructing foundations and associated pilings in Volume Twenty Two Foundations and Pilings Series 5 (i.e., Thermal Oxidizer Vent Stack, Power Train Steam Turbine Generator (A) and Power Train Steam Turbine Generator (B)), as more fully described in Volume Twenty Two of the IP for this portion of the Project.
