On January 26, 2004, Sound Energy Solutions (SES) filed an application pursuant to Section 3(a) of the Natural Gas Act, seeking authorization to site, construct, and operate a liquefied natural gas (LNG) import terminal in Long Beach, California. Pursuant to Federal Energy Regulatory Commission (FERC) Rule of Practice and Procedure 214, 18 C.F.R. 385.214, the California Energy Resources Conservation and Development Commission (Energy Commission) hereby moves to intervene in this proceeding. This motion will show that the Energy Commission has [and] represents . . . interest[s] which may be directly affected by the outcome of the proceeding and that the Energy Commissions participation is in the public interest. See 18 C.F.R. 385.214 (b)(2)(ii)-(iii).
