10/28/2011Technical Assessment and Feasibility New Jersey-New York Expansion Project Texas Eastern Horizontal Directional Drill (HDD) CROSSINGS OVERVIEW Michels Directional Crossings (Michels), a Division of Michels Corporation, was engaged by Texas Eastern in early 2010 to provide consultation services on all the proposed HDDs for the New Jersey-New York Expansion Project (NJ-NY Project). Michels has been involved in all phases of preliminary evaluation of the HDD crossings for this Project , which include design review, work space requirements, alignment and profile, noise mitigation, geotechnical data review, alternate route evaluation, environmental impacts, and most importantly the feasibility of constructability for all the HDD crossings. Michels and Texas Eastern are currently engaged in contract negotiations for constructing this work. QUALIFICATION AND ORGANIZATION Michels has been successfully providing directional drilling services for the pipeline and utility industry for almost 25-years. In those 25 years, we have drilled and installed a wide variety of pipe up to 52-inches in diameter, crossing various lengths (comparable with the NJ-NY Project) and through a wide range of unconsolidated soils and bedrock conditions found throughout North America and many foreign destinations. Attachment - References from Past Projects Michels has been operating as an underground utility contractor since 1960. Our corporate staff individually average more than 30 years of experience with Michels, our job Superintendents have been directing utility construction projects on average of 25 years, and most of the job foremen, operators, and skilled laborers have worked for Michels over 15 years. A majority of crews assigned to each directional drilling project have worked together since the inception of directional drilling at Michels in 1986 and have formed a special chemistry which orchestrates into highly successful installations, which is very difficult to find in other organizations. It is notable that several of the directional drilling superintendents have also helped design, consult on and construct most of the equipment they operate developing a sensible working knowledge of the process, tools and equipment required to successfully complete a project. Attachment - Key Personnel Attachment - Organization At present Michels owns, operates, and supports 75-HDD drill rigs, of which, 13 are categorized as large capacity capable of performing crossings 36-inches in diameter and larger.
