Bose, Secretary Federal Energy Regulatory Commission 888 First Street, NE Washington, DC 20426 Re: Texas Eastern Transmission, LP, Docket No. RP15-____-000 Texas Eastern Uniontown to Gas City Project Non-conforming Service Agreements Dear Ms. Bose: Pursuant to Section 4 of the Natural Gas Act1 and Part 154 of the regulations of the Federal Energy Regulatory Commission (Commission) promulgated thereunder, 2 Texas Eastern Transmission, LP (Texas Eastern) hereby submits for filing as part of its FERC Gas Tariff, Eighth Revised Volume No. 1 (Tariff), and FERC Gas Tariff, Filed Agreements (Filed Agreements Tariff), the tariff records listed in Appendix A to be effective on September 1, 2015. STATEMENT OF NATURE, REASONS AND BASIS The Order Issuing Certificate issued on December 18, 2014, by the Commission in Docket No. CP14-104-000,3 granted authorization for Texas Eastern Transmission, LP (Texas Eastern) to construct and operate the Uniontown to Gas City Project (U2GC Project or Project), which is designed to provide 425,000 Dth/d of firm pipeline capacity from receipt points near Texas Easterns existing Uniontown Compressor Station in southwestern Pennsylvania to an interconnection with Panhandle Eastern Pipe Line Company, LPs system near Gas City, Indiana. Texas Eastern is nearing completion of the project facilities that will allow it to begin providing firm service to CNX Gas Company, LLC (CNX), East Resources, Inc. (East), EQT Energy, LLC (EQT), Range Resources Appalachia, LLC (Range), and Rice Energy Marketing, LLC (Rice)4 (collectively, the Project Customers) on the Project facilities. Service on the portion of Texas Easterns system from the Uniontown Compressor Station to Lebanon, Ohio, (Mainline Service) is expected to be available on August 1, 2015, and service utilizing the facilities between Lebanon, Ohio, and Gas City, Indiana, (Lateral Service) is expected to be available on September 1, 2015. EQT and Range each elected to commence Mainline Service effective on August 1, 2015, and Lateral Service effective on September 1, 2015.
