Pursuant to Rule 207(a)(2) of the Commissions Rules of Practice and Procedure, 18 C.F.R. 385.207(a)(2) (2012), Sunoco Pipeline L.P. (SPLP) hereby petitions for a declaratory order approving priority service, the overall tariff and rate structure and service request allocation methodology for the proposed Permian Express Phase I Project (the Project). SPLP respectfully requests that the Commission act on this Petition by no later than December 15, 2012, so that these important additions to the available infrastructure serving the economically vital West Texas, New Mexico and Oklahoma areas can be completed as quickly as possible.1 I. Executive Summary A. Permian Express Phase I Project The Project is designed to provide a transportation route for crude petroleum shipped from West Texas, New Mexico and Oklahoma petroleum wells to the Nederland/Beaumont, Texas markets via pipelines that together will run to a destination point at Sunoco Partners Marketing & Terminals L.P.s Nederland Terminal in Nederland, Texas (the Nederland Terminal) from origin points at Wichita Falls, Texas and Ringgold, Texas. As shown on the map below, (a) SPLP owns a 16 diameter pipeline system that extends from Corsicana, Texas to Wichita Falls, Texas (the Central Texas System), (b) SPLP owns a 24 diameter pipeline that 1 As required by Rule 381.302(a), 18 C.F.R. 381.302(a) (2012), SPLP is submitting a check for $24,860.00 to cover the filing fee. 1 is currently configured to flow from Wortham, Texas, to Corsicana, Texas (the Wortham- Corsicana Pipeline) and (c) SPLP is leasing capacity from West Texas Gulf Pipe Line Company (WTG) on a 26 diameter pipeline system extending from Wortham, Texas to Nederland, Texas (the WTG South Pipeline, and collectively with the Central Texas System and the Wortham-Corsicana Pipeline, the Pipelines).
