Schorr, Assistant Treasurer Reference: Initial Depreciation Rate Request Ladies and Gentlemen: On April 13, 2000, URSA Oil Pipeline Company LLC (URSA) filed pursuant to Part 347 of the Commissions regulations to request approval of initial depreciation rates. URSA, a partnership formed by Equilon Pipeline Company LLC, BP Exploration & Oil Incorporated, Conoco Pipe Line Company and Exxon Pipeline Company effective February 26, 1999, started operations on March 8, 1999 and transports crude oil from Mississippi Canyon Block 809 in the Gulf of Mexico, offshore Louisiana, to a connection with Mars Oil Pipeline Company at West Delta Block 143.
