Ocean Express also is filing its Revised ECMVP for the project, the original version of which was filed with the Federal Energy Regulatory Commission ("Commission") in the referenced docket on August 14, 2003. Because of the voluminous nature of the enclosed submission, Ocean Express is filing only thoriginal of each document with the Commission. Ocean Express is providing separate courtesy copies of each document to the Commission's Office of Energy Projects Staff'and to ENSR, the third-party environmental services contractor for the project. In addition, copies of this transmittal letter are being served on all parties on the Commission's official service list.
