Description of Proceeding By letter dated November 19, 2003, and filed with the Commission on November 20, 2003, the Golden Pass Entities requested that the Commission initiate a National Environmental Policy Act ("NEPA') pre-filing review of the Golden Pass Entities' proposed liquefied natural gas ("LNG") receiving terminal and associated pipeline (hereina~r "the Project"). The Project includes the construction and operation of an LNG import terminal and natural gas pipeline to import LNG and deliver up to 2 Bcf/d of natural gas to existing interstate or intrastate pipeline systems. By letter issued December 30, 2003, the Commission approved TRC Companies, Inc. ("TRC") to assist the Commission Staff in preparing the EIS for the Project.
