Description of Proceeding By letter dated November 19, 2003, and filed with the Commission on November 20, 2003, the Golden Pass Entities requested that the Commission initiate a National Environmental Policy Act ("NEPA') pre-filing review of the Golden Pass Entities' proposed liquefied natural gas ("LNG") receiving terminal and associated pipeline (hereina~r "the Project"). The Project includes the construction and operation of an LNG import terminal and natural gas pipeline to import LNG and deliver up to 2 Bcf/d of natural gas to existing interstate or intrastate pipeline systems.
