Box 1642 Houston, TX 77251-1642 1.2 PROJECT DETAILS In conjunction with the turbine installation, Texas Eastern is proposing the following: NO X , CO, and VOC emission limits as indicated in Table 1-3 (below). The turbine will undergo semi-annual and/or annual stack testing, in accordance with the existing permit conditions, to demonstrate compliance with the NO X , CO, and VOC emission limits. No permit limit for PM 10 or speciated VOC emissions. The short-term and annual emission rates are based on published fuel-based emission factors (AP-42). Sulfur dioxide limits will be maintained per 40 CFR 60.4330. Texas Eastern does not believe that stack testing is warranted to demonstrate compliance with published emission factors. Runtime and fuel consumption will be continuously recorded for the purpose of estimating actual emissions. The date, start time, and duration of transient periods will be continuously recorded. The date, start time, and duration of low ambient periods 2 will be continuously recorded. NO X , CO, and VOC emissions will be calculated on a monthly and 12-month rolling sum basis to demonstrate compliance with the annual (tpy) emission limits.
