1.0 General Project Description 1.0 RESOURCE REPORT 1 - GENERAL PROJECT DESCRIPTION Texas Eastern Transmission, LP (Texas Eastern) is seeking authorization from the Federal Energy Regulatory Commission (FERC or the Commission) pursuant to Sections 7(b) and 7(c) of the Natural Gas Act (NGA) for the abandonment of certain facilities and the construction and operation of the Texas Eastern Appalachia to Market 2014 Project (TEAM 2014 or the Project) located in Pennsylvania, West Virginia, Ohio, Kentucky, Tennessee, Alabama, and Mississippi. The TEAM 2014 Project is designed to deliver new production from the emerging Marcellus shale play to diverse markets in the Northeast, Midwest, Southeast, and Gulf Coast. This Environmental Report (ER) has been prepared in accordance with the FERC Order No. 603, which governs the filing of applications for Certificates of Public Convenience and Necessity, authorizing the construction and operation of facilities to provide service under Section 7 of the NGA. Texas Easterns ER has been organized into three separate volumes, in compliance with FERCs document control requirements for Public, Critical Energy Infrastructure Information (CEII), and Privileged and Confidential classes of information.
