Transwestern is a wholly owned subsidiary of Enmn Corp. Transwestern's mainline extends from the Texas and Oklahoma panhandles and the Permian Basin region of West Texas across New Mexico and Arizona to the California border. In addition, Transwestem's San Juan lateral provides access to natural gas supplies in the San Juan Basin in northwestern New Mexico and southwestern Colorado. IH. On November 5, 2002, Gulf south Pipeline Company, LP ("Gulf south") filed tariff sheets to revise its credit requirement to enable it to manage the risks inherent in today's marketplace. In several recent orders addressing similar tariff filings on other pipelines, the Commission determined that ":it could be valuable to develop a generic standard for reditworthiness"; and, further, "encourage[d] parties to initiate the standards development process at NAESB"; requiring that "by June 1, 2003, NAESB, and other parties, should file a report with the Commission ...
