Data-Center Surge Tests the Limits of U.S. Public Power

U.S. public power utilities are facing record electricity demand from data centers, with some requests matching or exceeding the total capacity of entire systems. The surge presents both opportunity and risk — enabling growth but testing infrastructure and regulatory limits. 

Why It Matters 

The boom in hyperscale data centers has created a new challenge for utilities: 

  • Explosive demand – A public utility, Chelan PUD (WA) reports ~1,400 MW of new data-center load requests on a 200 MW hydro system. In Oklahoma, Grand River Dam Authority faces ~2,000 MW of requests — equal to its full capacity. 
     
  • Contract limits – Public utilities can’t easily sign long-term data-center deals without risking their tax-exempt financing status, forcing short-term contracts that complicate infrastructure planning. 
     
  • Balancing reliability – Regions like Washington rely on hydro, while Oklahoma depends on natural gas and renewables — illustrating contrasting strategies to meet rapidly growing digital demand.
