Dear Ms. Bose:
Pursuant to Section 4 of the Natural Gas Act1 and Part 154 of the regulations of the
Federal Energy Regulatory Commission (Commission) promulgated thereunder,2 Texas
Eastern Transmission, LP (Texas Eastern) hereby submits for filing as part of its FERC Gas
Tariff, Eighth Revised Volume No. 1 and Filed Agreements (Tariff), the tariff sections listed
in Appendix A to be effective on May 1, 2011.
STATEMENT OF NATURE, REASONS AND BASIS
Statement of Rates for Rate Schedule FT-1
Texas Eastern is proposing to modify the Statement of Rates for Rate Schedule FT-1 to
(i) correct certain customer names to reflect notifications of corporate name changes that have
been provided to Texas Eastern, (ii) update various customer names to reflect the permanent
release by the original customer of capacity on certain incremental project facilities, and
(iii) correct a typographical error in the heading on pages 15 and 16 of this tariff record to refer
to Eighth Revised Volume No. 1 of the Tariff. The name changes are summarized in
Appendix B hereto. The remaining modifications to the Statement of Rates for Rate Schedule
FT-1 are described below.
Mobil Oil Corporation (Mobil) is identified on page 12 of this tariff record as the
holder of 8,000 dth of capacity on the 1997 Line No. 1-A Expansion project facilities. Mobil
permanently released all of its capacity entitlements on these facilities to Valero Refining
Company New Jersey (Valero) effective October 1, 1998. Valero subsequently changed its
name to Paulsboro Refining Company LLC (Paulsboro). Therefore, page 12 of this tariff
record is updated to reflect Paulsboro as the holder of the capacity.
Williams Energy Marketing & Trading (Williams) is identified on page 13 of this tariff
record as the holder of 120,000 dth of capacity on the Ironwood Lateral facilities. Williams
permanently released all of its capacity entitlements to J.P. Morgan Ventures Energy Corporation
(J.P. Morgan) effective November 8, 2007. J.P. Morgan permanently released all of its
capacity entitlements to PPL Energy Plus, LLC (PPL) effective July 1, 2008. Therefore, page
13 of this tariff record is updated to reflect PPL as the holder of the capacity.
