CP10-165-000 Dear Ms. Bose, On November 1, 2011 Cameron LNG, LLC (Cameron) received approval to commence construction of its Spare Pipeline Compressor (SPC) Project and the project is currently under construction. During detail design, Cameron identified two design enhancements that it would like to incorporate during construction. The first enhancement, parallel SPC operation, will allow operation of the new spare pipeline compressor in parallel with the existing pipeline compressor. The second enhancement, BOG liquefaction pre-investments, includes the installation of four tie-in points to facilitate the future connection of the planned BOG Liquefaction Project. In addition, as a result of the final design, the PIDs now show additional detail than the original PIDs submitted. Cameron is submitting PIDs in Attachment 1 showing these enhancements and changes for review and approval by the Commission. Parallel SPC Operation The first enhancement includes the installation of a short section of 4-inch pipe between the SPC compressor discharge line and the vaporizer discharge header. The jump over line will allow a portion of the SPC discharge to be routed to the meter station minimizing the pressure drop in the existing discharge line and maximizing the capacity of the compressors. The changes associated with this enhancement are marked-up on the PIDs and denoted by green boxes. With the possible exception of incremental noise, parallel operation of the two SPC compressors will not impact any other resources. During parallel operations noise from the running the second unit will have an incremental impact on noise. Cameron believes that this incremental impact will be insignificant, however, Cameron will demonstrate compliance with the Commissions noise standards by completing a noise survey within 60 days of placing the new SPC compressor in-service. Parallel operation of the two compressors will not be conducted until the survey has been completed and demonstrated compliance. Cameron LNG FERC Submittal BOG Liquefaction Pre-investments The second enhancement includes the installation of four tie-in points or flanged connections to facilitate the connection of the planned BOG Liquefaction Project.
