CP13 - -000 WHITE OAK LATERAL PROJECT UNITED STATES OF AMERICA BEFORE THE FEDERAL ENERGY REGULATORY COMMISSION Eastern Shore Natural Gas Company ) Docket No. CP13 -____-000 EASTERN SHORE NATURAL GAS COMPANY S ABBREVIATED APPLICATION FOR CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY AUTHORIZING CONSTRUCTION OF THE WHITE OAK LATERAL PROJECT Eastern Shore Natural Gas Company (Eastern Shore or Applicant), pursuant to Section 7(c) of the Natural Gas Act, as amended (NGA), 1 and Subpart A of Part 157 of the Federal Energy Regulatory Commissions (Commission or FERC) regulations, 2 hereby files this application, in abbreviated form, requesting a certificate of public convenience and necessity authorizing Eastern Shore to construct, own, operate and maintain the White Oak Lateral Project (White Oak Lateral Project or Project) to be located in Kent County, Delaware. The Project consists of approximately five and a half (5.5) miles of 16-inch diameter pipeline, metering facilities and miscellaneous appurtenances commencing at a point of interconnection with Eastern Shores existing mainline system near its North Dover City Gate Station located on Fork Branch Road Dover, Delaware, and extends to the Garrison Oak Technical Park located on White Oak Road in Dover, Delaware. Such facilities are necessary to provide 55,200 dekatherms per day (dt/day) of delivery lateral firm transportation service for Calpine Energy Services, L.P. (CES). CES will use the delivery lateral 1 15 U.S.C. 717f (c) (2011). 2 18 C.F.R. 157.1 et seq. (2012). 1 transportation service to deliver natural gas fuel to the Garrison Energy Center, a proposed 309 megawatt (MW) combined cycle power plant under development by Garrison Energy Center, LLC (GEC), a subsidiary of the Calpine Corporation. The Garrison Energy Center will be situated within the Garrison Oak Technical Park. Eastern Shore proposes to provide firm transportation service via the White Oak Lateral under a new Rate Schedule, Delivery Lateral Firm Transportation service (DLFT), which Eastern Shore proposes to add to its FERC Gas Tariff. Eastern Shore also proposes to offer interruptible transportation service via the White Oak Lateral under a new Delivery Lateral Interruptible Transportation service (DLIT) Rate Schedule.
