10/12/2011UNITED STATES OF AMERICA BEFORE THE FEDERAL ENERGY REGULATORY COMMISSION High Point Gas Transmission, LLC ) Docket No. CP12-___-000 ABBREVIATED APPLICATION OF HIGH POINT GAS TRANSMISSION, LLC FOR CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY AND BLANKET CERTIFICATES Pursuant to Section 7(c) of the Natural Gas Act as amended (NGA)1 and Parts 157 and 284 of the regulations of the Federal Energy Regulatory Commission (Commission),2 High Point Gas Transmission, LLC (HPGT) submits this abbreviated application (Application) and respectfully requests that the Commission issue an order granting HPGT: 1. A certificate of public convenience and necessity for HPGT to acquire, own, and operate certain natural gas pipeline facilities to be purchased from Southern Natural Gas Company, L.L.C. (Southern), including pipelines, valves, meter stations, platforms, pig launchers and receivers, and appurtenant facilities located upstream of Southerns Toca Compressor Station in onshore and offshore Louisiana (South of Toca Facilities); 2. A blanket construction certificate pursuant to Subpart F of Part 157 of the Commissions regulations3 authorizing HPGT to engage in certain construction, operation, and abandonment activities; 3. A blanket transportation certificate pursuant to Subpart G of Part 284 of the Commissions regulations4 authorizing HPGT to provide open-access firm and interruptible interstate natural gas transportation services on behalf of others; 1 15 U.S.C. 717f(c). 2 18 C.F.R. Approval of the pro forma FERC gas tariff (Tariff) set out in Exhibit P pursuant to which HPGT will provide open-access, non-discriminatory natural gas transportation services consistent with Commission policies; and 5. Waiver of the segmentation requirement as it is operationally infeasible to segment on HPGTs system, as set forth in Article XI of this Application. HPGT respectfully requests that the Commission issue a final order granting the requested certificate by May 1, 2012. On October 7, 2011, Southern filed in Docket No. CP12-4-000 a separate application pursuant to Section 7(b) of the NGA seeking authority to abandon the South of Toca Facilities by sale to HPGT.
