DCP requests that, pursuant to 18 C.F.R. 388.112 of the Commissions regulations, the information filed in Attachments 3, 4, 5, 6, 7 and 8 be treated as Critical Energy Infrastructure Information (CEII), and that it not be released to the public. This information is customarily treated as CEII, and as such, is labeled Contains Critical Energy Infrastructure Information Do Not Release. In addition, the attachments contain proprietary information used by DCPs third party consultant that is customarily treated as privileged and confidential and disclosure of this information could result in commercial and competitive harm to DCP and its consultant. As such, the information is also labeled Contains Privileged Information Do Not Release and Not Available to Competitive Duty Personnel. DCP believes that the CEII/Privileged information in this filing is exempt from disclosure pursuant to Freedom of Information Act Exemption 4, 5 U.S.C. 552(b)(4), and should not be released.
