Pipeline burial depths in areas requiring special construction techniques through rock will be a minimum of 18 inches in accordance with the requirements of 49 CFR, Part 192. Crossing of foreign pipelines will generally require the pipeline to be buried at greater depths. Per DOT requirements, a minimum of 12 inches of clearance is required when crossing foreign pipelines, drain tile, cables, or other similar structures. 1.6.2.4 Blasting Questar anticipates that limited blasting may be required in areas where competent shallow bedrock or boulders are encountered that cannot be removed by conventional excavation with a trackhoe trencher, ripping with a bulldozer followed by trackhoe excavation, or hammering with a trackhoe-attached device (hammer hoe) followed by excavation. Strict safety precautions will be adhered to when blasting is required to clear the right-of-way and to fracture the ditch. Extreme care will be exercised to avoid damage to underground structures, cables, conduits, pipelines, and underground watercourses or springs. Questar will provide adequate notice to adjacent landowners or tenants in advance of blasting to protect property or livestock. Blasting activity will be performed during daylight hours and in compliance with federal, state, and local codes and ordinances and manufacturers prescribed safety procedures and industry practices. Additionally, as part of its Plan of Development (POD) in support of obtaining a right-of-way Grant from the U.S. Bureau of Land Management (BLM) (see section 1.9), Questar is developing a Blasting Plan. The Blasting Plan is intended to identify blasting procedures, including safety, use, storage, and transportation of explosives that are consistent with minimum safety requirements as defined by federal, state, and local regulations. This plan is also intended to address environmental aspects of blasting activities and to identify areas of concern along the proposed pipeline route. 1.6.2.5 Pipe Laying All pipe will, at a minimum: (1) be manufactured in accordance with American Petroleum Institute (API) Standard 5L PSL2, with factory-applied fusion bond epoxy coating; (2) be built to DOT specifications (49 CFR Part 192, Transportation of Natural and Other Gas by Pipeline); and (3) comply with applicable local, state, and federal regulations for design, permitting, construction, operation, and maintenance.
